    The FCC is taking another crack at revamping its sponsorship identification requirements for broadcasters. A second Notice of Proposed Rulemaking released Thursday proposes a certification process for broadcasters and lessees that would demonstrate the proper inquiries have been made in determining whether foreign governmental entities have sponsored programming.
