Comcast yesterday announced the completion of its $350mln upgrade of its Chicago plant, which will allow the op to throw the switch on VOD, HSD and begin offering DVR to Windy City subs in early 2005. — Rogers has completed the digitization of all analog channels offered to its digisubs in Ontario. — Cox has been adding VOD and DVR service on a town-by-town basis in RI, and says it expects to make both available to all Ocean State subs by Jan 1.
