The Obama administration’s 2014 budget, released yesterday, once again tries to include user fees for spectrum licenses not awarded via auction and a FCC auction of predominantly domestic satellite service, which it says could contribute nearly $5 billion to the U.S. Treasury by 2023. Both subjects have been broached in the past but always have been dropped from the final document.
