Time Warner Cable plans to complete the rollout of its "Start Over" service in SC this week when it launches in Columbia. That means that the MSO can launch an on-air ad campaign to better market the service. Without such marketing, the service was used an avg of 10X/month by 18K subs. "[That’s] even more positive than it was for VOD during the initial years of its deployment," the MSO’s Keith Cocozza said.
