"The DBS industry did not participate in these negotiations and they do not adequately address its interest," the filing said. Like DirecTV, the DBS provider takes issue with CableLabs’ role in making initial approval determinations for plug & play, complaining that it will "obviously be biased in favor of the cable industry."
