The 1 video franchising bill that cable finds acceptable was signed into law Fri by VA gov Tim Kaine (D). It will go into effect July 1. The legislation keeps franchise negotiations at the local level while speeding up the approval process. Cable likes the bill because it treats telcos and MSOs alike. "VA has set the bar for federal and state legislators as they too ponder changes in telecommunications law to ensure fair and robust competition and create a more dynamic telecommunications marketplace," NCTA pres/CEO Kyle McSlarrow said.
