The second item involves a NPRM aimed at easing access to spectrum for commercial space launch operators. The third item is a Report and Order requiring CMRS carriers and providers of interconnected text messaging services to send consumers an automatic bounce-back message if the consumer attempts to text 911 where that capability is unavailable (CTDaily, 03/21/13).?
