It is the summer of broadband, and USDA is starting it off strong by putting more support behind infrastructure projects through its ReConnect program. Changes are also abound on the programming side of the business with Netflix testing whether subscribers are willing to pay for their own accounts when they're not able to share passwords with their friends. It is so far, so good, according to preliminary data.
